It is true that the security services in India know that CIA agent Headley plotted the Mumbai massacre.
Presumably the security services in India know that David Headley could not have been looking for a bin Laden who was already dead.
The Mumbai attacks could not have been carried out if the CIA's David Headley had not had the support of elements of the Indian security services, secretly working for the CIA.
